The apex node (NC#0) hosts the #ANR — the single issuing authority for a unique coordinate/IP per node. One authority ⇒ uniqueness by construction (solves too-many-SAMs; every node gets a routable address).

Binds { self-certifying identity ↔ #ANR-issued coordinate ↔ caps ↔ tier ↔ plane } into an apex-signed record. Identity is self-certifying (the node’s own key); the coordinate is registry-issued.

Registration IS admission = passing the apex-signed ring-0 gate. You cannot be routable without being admitted; the #ANR cannot issue a coordinate to a non-conforming node. Authority derives from the rational-constraint root (conformance + M-of-N quorum), never one human.
